dzn: use different bit pattern in device addresses
Currently dozen has the high 56:63 bits be 11010011
which is a weird bit pattern that does not manifest with any real driver. While it's not something Vulkan specifies, there are applications that rely on 3 (https://github.com/Hugobros3/shady) high bits be all zero or all set, so they can place tags at those bit positions. Possibly some applications use even more bits, for even bigger tags.
Considering that dozen will never use bits 52:63, perhaps it should just set all of them, somewhat better lining up with behavior of other drivers and expectations of apps like the above.
