GPU Hang when replaying API trace of lightsmark

Description
While trying to debug a perf issue in lightsmark, I took an apitrace and, when replaying it saw GPU hangs on release builds and assertion failures on debug builds. The assertion failure was because we tried rendering to render to something that that clearly isn't renderable (it was DXT3) and it looks like it was hidden because it was inside of a display list.
