gitlab-ci: Add MinGW build job.
A rudimentary job, just to ensure Windows builds don't go south.
The FreeGLUT dependencies are derived from the Linux headers plus a .def file, to avoid any further downloads whatsoever.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
