squash! rust: drm/kms: Add drm_plane bindings

* Improve safety comment in `Plane::<T>::new()`
* Fix parameter types for `formats` and `format_modifiers`, as pointed out
  by Louis Chauvet DRM will copy all of these into its own storage.
