WIP: drm/dp_mst: Skip releasing payloads if last connected port isn't connected

TODO: Move this before the atomic rebase, and add chunks to drop all of the
downstream_port_of() uses to be replaced by this. Keep in mind that we may
need to make sure that conn_stat drops the port from the topology early
enough here.
