squash! WIP: rust: drm/kms: Add drm_atomic_state bindings

* Drop num_plane() for the time being
  Without the plane state iterator in this patch series there's no current
  usecase for this, so just drop the function for the time being and we'll
  reintroduce it when it's ready.
