Move switch-delay to dt match data
Following review from Rob Herring on the patch at [1], he suggests config values like switch-delay should be implied by the compatible strings.
This patch moves the switch-delay in a dt match data for specific compatible strings and set default values for mali400 and mali450 default devices.
