Renomination: updating priority if local candidate is the same

Andrew S requested to merge nifigase/libnice:renomination_for_same_local_candidate into master

Local candidate may be the same for 2 conncheck pairs (only remote candidates differ). To cover this case and nominate another pair, condition in handling renomination must be rewritten. It was a bug.
