quirks: add quirk that swaps scrolling axes

Hello,

I recently got a "Logitech Mx Master 3s" but I soon realised that the thumb scroll does not scroll vertically but only horizontally out of the box. Personally I would like to be able to scroll vertically only with my thumb and that's 99% of the scrolls and that would be much more comfortable by swapping the two functions.

I've tried on windows and it works out of the box, when something can only scroll vertically the thumb wheel scrolls properly. I don't think it's actually swapped. I've tried logiops and solaar but I didn't found a way to do this properly.

This might a very weird quirk to have so I understand if you reject this change.

You can close this right away or suggest a different way of solving this if very wrong to you.
