CODING_STYLE: drop the unintended real name policy
This was never intended as a true real name policy (and we never actually interpreted it that way), its purpose is to identify users and avoid commits from 12345@example.com.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
