Update 50-system-dell.quirks

Why is it necessary ? The default setting makes the "Dell Latitude E5510 TouchPad" too sensitive and consequently difficult to use.
How does it address the issue ? The new quirk entry for "Dell Latitude E5510 TouchPad" correctly sets up the sensitivity of the touchpad.
What effects does the patch have ?
The side-bars become difficult to use because of a second problem: the size of the TouchPad is detected to be higher than it is (the side-bars are half out of the TouchPad). For this reason I already proposed a patch to 60-evdev.hwdb which is a part of systemd.
