tablet: Improve forced prox out behavior.

This patch improves the need_to_force_prox_out quirk by checking if the tablet tool is still in registering pressure before synthesizing a proximity out event. Tools that do not support pressure are excluded from the check and should behave as they did before.

Fixes #365 (closed).
