gitlab-triage: add a needinfo reminder blurb

Goes together with the recently added be78ce12 ("gitlab-triage: add bugbot hook for closing stale needinfo bugs") so we can ping people before closing the bug.

@JoseExposito I wonder if we should set a normal "needinfo" label here too so we can automatically clean up the ones that haven't been addressed. Though that would require us manually unsetting the label (reporters can't usually do it) and it's not been a huge issue in the past so I'm a bit hesitant on this.

edit: nevermind, we already have waiting for reporter let's just set that and see how ewe go. We can look into automatic processing later.
