gitlab CI: drop the requirement for Signed-off-by

Peter Hutterer requested to merge whot/libei:wip/ci-drop-sob into master

I'm starting to question this, there are plenty of large projects where this isn't a requirement (GNOME, systemd, ...) and libei doesn't exactly contain sophisticated technology that needs a DCO.

Plus, it's a constant source of confusion for new contributors. Let's drop the requirement.
