add support for HID-BPF struct_ops

The future for HID-BPF seems to be struct_ops. It has many advantages compared to tracing, and so we need support for it in udev-hid-bpf.

For this to be working (struct_ops), you currently need my WIP branch at https://gitlab.freedesktop.org/bentiss/hid/-/tree/b4/hid_bpf_struct_ops
