Is libevdev's license correct?

Fedora thinks the license is MIT (https://src.fedoraproject.org/rpms/libevdev/blob/master/f/libevdev.spec) as does Gentoo, but the license text in COPYING looks like the Historical Permission Notice and Disclaimer - sell variant license and not the MIT or the X11 license.

Looks like this dates from the initial import. Is this intended?
