d3d12: drop needless code from compiler

Erik Faye-Lund requested to merge d3d12-fix_ff_samplers into msclc-d3d12

It seems we no longer need this. It's not clear to me exactly why, but Quake 3A runs fine with this now, and this approach was rejected upstream.

@gerddie: Would you mind testing with Doom 3 and see if this works there?
