CI: Disable Freedreno, auto run pipelines

@anholt has asked us to disable Freedreno CI, so he can remove the old gitlab-runner setup and switch to the new 'baremetal' farm. Since there are a lot of changes required to make that work, we'll just leave it disabled until we rebase.

Separately, since we don't have marge-bot, auto-run pipelines for this repo.
