rock-dbg_defconfig: update to 5.11 and enable DEVICE_PRIVATE

Update rock-dbg_defconfig for the 5.11 kernel. Enable
CONFIG_DEVICE_PRIVATE, which is needed by the new HMM-based SVM memory
manager.
