main: Raise critial level to 10% full stall

Triggering the OOM killer at 7% full stall makes it difficult to use systems with little RAM (2GB), while 10% full stall makes it easier to open heavy applications (ex., opening Chromium with 3 tabs with different news portals) and get past the initial increase in pressure to lower "cruise" pressure level.

This is the also the memory pressure level we have been using Endless' psi-monitor to trigger the OOM killer since November 2018 / EOS 3.5.0.

We are planning to replace psi-monitor with low-memory-monitor in EOS for OOM killing, in addition to having it notify apps via GMemoryMonitor.
