meson: Add a small hack to embed configuration information

amyspark requested to merge amyspark/ffmpeg:amyspark/krita-options-introspect into meson-4.4

This MR was split from !70 (merged), and adds a setup-time regex on Meson's log to extract the currently active options line, and embeds it in the configure header.

Upstream (Meson) issue has been filed to support this: https://github.com/mesonbuild/meson/issues/10898
