Update FFmpeg to 4.4.5

Hi all,

Here's the PR to update FFmpeg to 4.4.5, and bring in some of the updates that happened since 5.0 to our branches.

Of special relevance are the CI migration to Apple silicon and a cherry pick from 5.1.3 to parse_sources.py that implicitly fixed the thread detection.
