vkh26xdec: register multiple elements

Stéphane Cerveau requested to merge dabrain34/gstreamer:dab_vulkan_multiple_device into main

Register the multiple devices available on the system in separate features in the registry for the vulkan decoders.

If the system owns a multiple configuration such as an Intel SOC and a discrete hardware for GFX (AMD/NVIDIA) you might have a possibility to run the decoding on these multiple hardware.
