av1parse: Add level and tier to caps

Adds missing useful information to the AV1 parsed caps. This info is useful for building the AV1 mime as described in https://aomediacodec.github.io/av1-isobmff/#codecsparam . This is a follow up on the discussion in the thread !6696 (comment 2392632) .
