gst: clock: Block futex_time64 usage on Android API level < 30

Hi all,

This PR is to fix the usage of futex_time64 causing an instant Seccomp crash on Android < 11.

This syscall is seccomp blocked on all API levels lower than 30:

While at it, this MR also fixes all direct tests on __NR_futex_time64 and __NR_futex so that they refer to the results available in config.h.
