ci: Fix documentation build

Nicolas Dufresne requested to merge ndufresne/gstreamer:fix-bad-fedora-docker into main

Newly created image no longer works. The issue seems that it used to skip plugins-rs even though enabled, but plugins-rs does not even build anymore in our docker image, since we don't have the required glib or python.
