meson: fix gstreamer-full static mode on Windows and add a CI for windows full static mode

Stéphane Cerveau requested to merge dabrain34/gstreamer:dab_fix_gstreamer_full_shared_win32 into main

Win32 was expecting the symbol gst_init_static_plugins in gstreamer-full dynamic mode. Add gstreamer-full mode in gstreamer options to tell if its a gstreamer-full build static or shared mode.
