Draft: flv: Add support for enhanced-rtmp's support for av1

Emmanuel Madrigal requested to merge emmadrigal/gstreamer:add-enhanced-rtmp-av1-support into main

This adds the flag to switch to fourcc, and the associated packets are added with the appropiate header, right now only sequence headers and coded frames. This currently only supports av1.

Based on the enhanced-rtmp spec. See #2413
