gsttracerutils: Log to GST_TRACER

Previously gsttracerutils.c hadn't set a default logging category. This meant that the loading of tracers and hook registration was logging to default (GST_DEBUG=default:TRACE instead of GST_DEBUG=GST_TRACER:TRACE)
