closedcaption: implement initial cea608mux element

Wrapper aggregator around the CCBuffer internal utility, the initial version only supports aggregating CC1 and CC3 608 streams together into the s334-1a format.

The element exposes CC1 and CC3 request pads, eventually it should also expose pads to let users mux multiple 708 services together.
