ci: remove post-merge manual guard from build jobs
Since !3258 (merged) they build and test jobs depend on the trigger job to be manually started when running against main in a post-merge pipeline, makign this rule redundant.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
