rtpsession: expose internal favor-new for SSRC conflicts

Marc Leeman requested to merge den_erpel/gstreamer:gst-plugins-good/rtpsession-expose-favor-new into main

This property in the internal rtpsession overrides the previous session with the new one in case of an SSRC conflict instead of dropping the packets.

The code was present, but the property was not exposed in the rtpsession element.
