WIP: va: Implement the tone map to convert HDR into SDR using VA API

He Junyan requested to merge He_Junyan/gstreamer:tone_map into main

The normal display can only output 8 bits picutres, so there is a requirement to convert the new HDR streams into SDR pictures.
