registry: skip Rust dep builddirs when searching for plugins recursively

Tim-Philipp Müller requested to merge tpm/gstreamer:registry-dont-scan-rust-dep-build-dir into main

These artefacts confuse the plugin scanner and may cause noisy warnings (and slow down things).
