Bump GLib requirement to >= 2.64

Tim-Philipp Müller requested to merge tpm/gstreamer:bump-glib-requirement into main

I wanted to keep 1.20 building out of the box on Ubuntu 18.04 LTS still, but by the time 1.22 comes out there'll be a new 22.04 LTS, so I think we should bump it at least a bit now.
