Draft: gst: Warn when a gst env var and its _1_0 version are both set

This is a footgun waiting to happen for people who set GST_PLUGIN_PATH and are surprised that things don't work, because something else set GST_PLUGIN_PATH_1_0.

It's been long enough since gstreamer 1.0 came out, and there shouldn't be any legitimate reasons to have both 1.0 and 0.10 on the same system anymore.
