webrtcbin: Reset last configured caps of transceiver when releasing pad

Sangchul Lee requested to merge sangchul/gstreamer:revise_release_pad into main

Because the transceiver still have the configured caps even after releasing pad, it will be referenced again if the transceiver does not have any codec preferences in _find_codec_preferences() that results in unwanted behavior. It is fixed.
