Fixes and improvement for v4l2slvp9dec

This set adds support for WebM alpha using HW accelerator V4L2 VP9 stateless decoder. It also fixes issues with auto-plugger always picking the software decoder and fixes performance issues cause by an allocation query happening before the caps are pushed in calphacombine element. No backport needed, this is all new shiny features, just maturing it a bit.
