ci: run fedora amd64 docker jobs on packet runners

Which have much better network connectivity to fdo gitlab.

Because of unresolved issues with fdo <-> htz runners, sometimes git clone/fetch network connections get stuck at superslow speeds, which means rebuilding an image can take eternities.

Pin image build to packet runners for now to avoid that.

Note: I'm not sure if this is the right place, or if it should be elsewhere, e.g. on .fedora image (@alatiera ?)
