Can't Find libgstreamer-1.0-0.dll

I had quite a few problems running this software on Eclipse C++. I wasn't able to get anything from even the simplest command. So I switched to Microsoft Visual Studio C++. However, I am running into a different issue now (which may be related?). I wrote this in my last post but it's a totally different scenario that warrants its own "issue." Whenever I run the first tutorial given on the website, I see the console, but there is an error message that reads "The program can't start because libgstreamer-1.0-0.dll is missing from you computer. Try reinstalling the program to fix this issue." But the thing is, it is in the C:/gstreamer/1.0/x86_64/bin folder, and I have that folder inside my PATH. And it still can't find it. I can't win with this thing! Should I reinstall Visual Studio? What program is it referring to?
