Define naming rule for dynamic element registration
Newly written h/w plugins (e.g., d3d11, va, nvcodec, amfcodec, qsv, mediafoundation) support dynamic element registration for multi-GPU/device environment but naming rule has been diverged (d3d11/nvcodec/amfcodec/qsv/mediafoundation, I wrote, have identical rule but it's different from that of the other plugins)
We may need to define a single naming rule for them to be consistent, and to more predictable over plugins. Or maybe this is 2.x topic
