Merge gstreamer-sys into gstreamer-rs

TODO

  • Add CI for the -sys subdirectories, including cargo test
  • Check if the docs job still works correctly
  • Update URLs for the sys and non-sys docs
  • Double-check if everything is updated correctly
  • Move all issues from gstreamer-rs-sys here
    • Not archiving the old repository as a bugfix release might still be needed
  • Update gir and regenerate everything
