Introduce gstreamer-tag

This is the first implementation of the GStreamer tag support library.

Since I'm not a gstreamer-rs expert, I'm not sure if the Cargo.toml is 100% correct. I just stripped down another file.

I couldn't start the pipeline in my personal fork due to insufficient permissions.

This fixes #441 (closed)
