GStreamer can't play some AVI-files

I have some AVI-files. GStreamer 1.16.0 can't play them more than just few milliseconds:

gst-launch-1.0 playbin uri=file:///{some path}/file.avi

0:00:00.361956000 400 000001F796644540 WARN basesrc gstbasesrc.c:3600:gst_base_src_start_complete: pad not activated yet

Got EOS from element "playbin0".

While GStreamer 1.14.5 plays them easily. I've uploaded one file - file.avi (167 MB)

Looks like a regression.
