Backport of "rtsp-media: Add one more case to seek avoidance" into 1.18

Backport of !197 (merged) "rtsp-media: Add one more case to seek avoidance".

This and !198 (merged) help with not flooding the send buffer with data at the beginning (which could easily lead to packet losses).
