Fixes to plugin versioning, use 0.9.0-alpha.1

build: Update versions to be 0.9.0-alpha.1

0.9.0 is the next release, so we can't name things that already.

Also the version in meson.build was 0.13.0, which is completely wrong.
update-version.sh: Also update version in meson.build
