Update for minor `PadTemplate` API changes

Sebastian Dröge requested to merge slomo/gst-plugins-rs:onvifaggregator-pad-template-api-changes into main

PadTemplate::caps() returns a reference to the caps now instead of a new strong reference, so keeping the template in scope as long as the caps reference is required.

PadTemplate::name_template() returns a &str now instead of Option<String>.
