meson: make video/closedcaption plugin optional
Downstream may want to split plugins with extra dependencies into separate packages. Similar to the option in https://gitlab.freedesktop.org/gstreamer/gst-plugins-base/-/blob/1.18.4/ext/pango/meson.build
