Add a GTK4 paintable sink plugin

Bilal Elmoussaoui requested to merge bilelmoussaoui/gst-plugins-rs:bilelmoussaoui/gtk4-sink into master

This is very WIP as it needs figuring out how the public API of the paintable should work. It expects the user to pass it a Gtk4Sink when creating one.

I will add an example and see how to make something nice out of it. Feedback/ideas are very much welcome
