net/webrtc: backport the serial-sorted WebRtcSink pad request

François Laignel requested to merge fengalin/gst-plugins-rs:webrtcsink-sorted-tracks-backport into 0.10

This is a partial backport of #58439204 to get predictable track order. With this commit, we are sure the mids sequence in the Sdp offer will reflect the order by which the webrtcsink pads were requested.
